AIMS Updates

Use the information on this page to find the status of reported Alcohol Industry Management System (AIMS) issues and improvements.

The following issues have been fixed or resolved:

  • Business Name in AIMS Email Notifications: Emails do not identify the name of the business related to the notification. • Self-Service License Surrender: Error appeared when user tried to surrender a license.
  • Renewal Date: Displayed Incorrectly.
  • Error Message: Existing Person or Entity: A business’s Claim Business process is stopped by an error message stating, “The information/record already exists in the system for another person or entity," related to entering property owner information.
  • Certificate of Good Standing Page: Needs updated language.
  • Business Ownership Information — Error — Record Already Exists: AIMS doesn’t accept an applicant entity’s ownership information when the owner is a corporate entity that is already on file with TABC as an owner of an existing TABC license holder or TABC license applicant.
  • Application Summary Page – City/County Certification: Form should identify both the entity name and tradename and should display the mailing address and the location address.
  • Unable to Complete Principal Party Information: Some users cannot complete principal party information due to AIMS not validating that all information has been entered.
  • More Detail Needed in Confirmation Email: Application ID, name of the applicant or the location for the license are not listed in the confirmation email when the application is submitted.
  • Brewer/AP Relationship: User is not able to add contract brewing/AP relationship to existing permit in AIMS.
  • Unable to View Report Submission Information (Excise Tax)
  • Excise Tax Reports Not Accepted: Users were temporarily unable to file excise tax reports.
  • Excise Tax Incoming Inventory: AIMS temporarily was not properly accepting and accounting for incoming inventory.
  • File Upload Issue (Excise Tax): Users temporarily unable to upload excise tax files.
  • Records Not Accepted (Excise Tax): AIMS temporarily did not allow new online filing records.
  • Surrendered License (Excise Tax): User with surrendered license unable to file excise tax report.
  • Nonresident Tax History: Nonresident Seller unable to see history of reports submitted.

 

Updates made between Dec. 11, 2021, and Jan. 24, 2022.

Status Legend:

  • Reported – TABC is investigating the issue and resolutions.
  • Report Closed – TABC was unable to replicate the reported issue or it was determined to be an isolated instance of that issue.
  • In Progress – TABC is working on an update to be released later.
  • Resolved – Issue does not require AIMS application change (e.g., users who forget their password can use the “Forgot Password?” feature in AIMS). 
  • Fixed – An update to address to the issue has been made to AIMS.

Form Display: Some required fields not marked with a red asterisk to show they are required.

Required Signs: AIMS indicates that businesses must post a blue gun sign, which is no longer required by law. AIMS development began before the new law was passed and effective.

24-Hour Account Lockout: Users are locked out of their AIMS account for 24 hours after they enter invalid account information three times in a row.

Claiming a Business

 

Initial Account Access: Welcome to AIMS page does not display for some users after account creation.

License Number: AIMS license number or legacy (old) license number is not accepted.

Error Message: Error message received when the business entity’s principal parties are other entities rather than individuals.

Federal Employer Identification Number (FEIN): Number for certain domestic businesses not recognized.

Resolved — Oct. 8, 2021 — Email stakeholder@tabc.texas.gov if you experience this issue.

Trusts and Foreign Companies Do Not Have FEIN: The claim business process requires a FEIN, but certain businesses do not have an FEIN.

FEIN: AIMS is not freeing up an FEIN as unused after an unsubmitted application is deleted. This may generate the error “The information/record already exists in the system for another person or entity.”

Adding Additional Users

 

Confirm Access Request Email: When businesses provide access to their AIMS account to an additional user, the email sent to additional users does not tell them which business requested access.

Error Message: Invited additional users receive an “Invalid activation code or email ID” message and can’t gain access to accounts they need to manage.

Managing Licenses and Permits

 

August 2021 Licenses: Licenses renewed or issued in August 2021 are not appearing in AIMS.

Inaccurate List of Principal Parties: Ability to update principal party.

Contract Brewing Agreements — Add Contract/Agreement Information: Brewers are prevented from completing their application because AIMS does not allow the brewer and a contracting party to have a permit at the same location, which is a requirement for contract brewing.

Unable to Update Principals/Officers/Ownership: AIMS does not have this function available. but license holders must provide TABC with updated/supplemental ownership information within 30 days of the change occurring.

Change of Location Can't Be Completed

Renewing a License

 

Sorting Licenses in Account by Expiration Date: AIMS sorts by month regardless of year. Businesses with several hundred licenses have trouble determining which licenses need to be renewed.

Late Renewal Fees Appear for Licenses Expired in September 2021: These businesses should not have late fees.

Active Subordinates: Subordinates that were not selected to be renewed by the license holder and were not paid for are being renewed and showing as active in AIMS.

Application for a New Permit

 

Error Message: Existing Person or Entity: A business’s Claim Business process is stopped by an error message stating, “The information/record already exists in the system for another person or entity," related to entering property owner information.

Entering Tradename: Applicants are not able to use “&” in the tradename.

Business Ownership Information: AIMS requires applicant entities to enter information for each person that is invested in the applicant entity, so that it has data for 100% ownership.

Non-U.S. Addresses Not Accepted for Business Entity Officers: AIMS does not accept non-U.S. addresses.

Property Owner Information – Error – Record Already Exists: AIMS does not accept an applicant’s landlord information if that landlord is already listed as a property owner for another license holder. This prevents users from completing applications.

60-Day Sign Requirement: AIMS prevents the completion of applications until after the 60-day notice period has lapsed. TABC previously accepted and processed applications while the notice period was pending so it could approve the application day the notice period had run.

Application Summary Page – Incorrect Business Name: While the Applicant Name field accurately displays the corporate permittee name, the Business Name field repeats the corporate permittee name instead of displaying the business name.

Out-of-State Shippers Permits – Location Additional Information: The application asks “Does the applicant hold a Winery Permit in the State of Texas?” and the applicant selects “No,” an error message is displayed that reads, “You are not qualify for Out-of-state Direct Shipper permit.” Because of this, the applicant cannot move on to the next screen to complete the process and obtain a DS permit.

Submit Application Page – Required Check Box Stating the Applicant is a Principal Party

Temporary Event Authorization Limits: AIMS won’t allow users to enter an event that occurs on one day only.

Error Message — Carrier's Permit: Some users applying for a Carrier's Permit (C) receive an error message, "Our records show that you already have a carrier permit. Therefore, you are not allowed to apply for the selected license."

Bonds: The Wine and Malt Beverage Retailer's Off-Premise Permit (BQ) application is requiring a $5,000 bond, which isn't necessary for this permit type.

Business Ownership Information — Error — Record Already Exists: AIMS doesn’t accept an applicant entity’s ownership information when the owner is a corporate entity that is already on file with TABC as an owner of an existing TABC license holder or TABC license applicant.

Application Summary Page – City/County/Comptroller Certification: Request to speed up application process by making the certifications pages their own separate section of the application that can be accessed and completed at any time during the process, rather than requiring all parts of the application to be complete first.

Private Club Exemption Permit (NE): AIMS does not recognize an NE as an applicable primary permit held for the application of a Late Hours Certification (LH).
