Co-Director of Strategic Initiatives and Performance Improvement
Amy Cardona is co-director of Strategic Initiatives and Performance Improvement (SIPI). SIPI was formed by TABC’s executive director following the regular session of the 86th Legislature in order to implement wholesale changes to the agency as a result of the Sunset process. SIPI is responsible for implementation of legislation, including project management, rulemaking, policy and procedure development and review, as well as evaluation of structures, processes, and programs for efficiency and effectiveness.
Before SIPI, Cardona joined TABC in February 2018 as director of Policy and Performance. She previously worked at the Texas Sunset Advisory Commission for more than a decade, starting as a policy analyst and working her way up to senior manager. She both managed and worked on review teams to evaluate and make recommendations to lawmakers for improvements to state agency operations. These reviews and resulting Sunset legislation spanned several areas of state government, including transportation, health and human services, and regulatory programs, among others.
Amy holds a Master of Public Affairs from the LBJ School of Public Affairs at The University of Texas at Austin, and a Bachelor of Arts in Spanish with a linguistics minor from Truman State University in Kirksville, Missouri. In August 2019, she obtained the Project Management Certificate from UT’s Center for Professional Education.
